This is industry standard, as the additional manpower and time spent carpeting the stairs takes away from when the contractors could be working elsewhere. Always make sure to specify how many staircases you need to have carpeted and how tall, wide and long these staircases are. Once you have the quote of the staircase compared to the rest of the house, you can decide whether it is worth it or not.
